Largo, FL Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 11-78 of the city code regulates parking and storage of vehicles in residential areas, but subsection (f), titled "Obstruction of sidewalk," is written to reach every vehicle everywhere in the city: passenger cars, recreational vehicles, boats and trailers, and commercial vehicles alike. The subsection opens with "Other provisions of this section to the contrary notwithstanding," which means the loading/unloading exception, the emergency-vehicle exception and the recreational-vehicle storage allowances found earlier in section 11-78 cannot excuse a vehicle that blocks any portion of a public sidewalk.

The prohibition covers parking, storing, causing to be parked or stored, and allowing to be parked or stored. Section 11-78 sits in Chapter 11 (Environment), Article III, Outside Storage and Parking of Certain Vehicles, alongside the city's broader rules on inoperative vehicles and recreational-vehicle storage limits. Because Chapter 11 carries no penalty clause of its own, violations run through the citywide code enforcement process in Chapter 9: a code inspector must first notify the violator and allow a reasonable correction period before referring an uncorrected violation to the Largo Code Enforcement Board for a hearing under section 9-71.
