St. Joseph County bans pushing or depositing snow and ice onto any sidewalk, street, roadway, transit loading area or fire hydrant under section 54.04, adopted by Ordinance 23-25 on April 8, 2025. (A)No person shall push, deposit, or cause or allow to be pushed or deposited any snow or ice on or against any fire hydrant or on any sidewalk, street, roadway, or loading and unloading areas of a public transportation system, except that snow and ice may be windrowed on public roadways incident to the clearing thereof or windrowed on curbs incident to the clearing of sidewalks.(B)The owner or occupant of any premises who employs or hires a third person to remove snow from the premises shall be responsible and liable in the event that the third person pushes, deposits, or causes to be pushed or deposited any snow or ice on or against any fire hydrant or on any sidewalk, street, roadway, or loading or unloading areas of a public transportation system.

The county's fine authority for code violations is capped at $2,500 under IC 36-2-3 and IC 36-1-3-8.
