Philadelphia, PA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Philadelphia Code § 11-604 requires a building permit before any of the listed structures is erected, then sets hard limits: fences and railings can't cut the sidewalk below 8 to 16 feet depending on street width, porches, verandas and garages can't project past the street line at all, and bulk windows can't project more than 18 inches into the street or come within 3 feet of the curb. Curb/sidewalk posts, bicycle racks, wheelchair elevators and EV chargers each need their own Department of Streets or L&I permit and can't impede the usable sidewalk. The Departments of Streets and L&I can regulate the exact extent of encroachments, but nothing beyond what the section itself specifies is ever allowed.
