Rockdale County, GA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 78-4(a) makes it unlawful to place, throw, leave or abandon on any county street a glass bottle or can, broken glass or crockery, nails, tacks, brickbats, or any other object likely to injure a barefoot person or puncture a vehicle's tires on the street or sidewalk. Subsection (b) separately bars keeping crates, boxes or similar containers on streets or sidewalks, with a single carve-out for authorized trash receptacles, which links this street-clutter rule directly to the county's container placement scheme in the rest of Chapter 78.

Administration and enforcement of the chapter fall to the board of commissioners or its designee under § 78-2. 00, plus reimbursement to the county for the reasonable cost of removing the obstruction. The magistrate court may additionally order the offender to pick up and remove litter, including litter left by others, from up to one mile of public street, highway or right-of-way, or from private property where it can be shown the offender deposited litter there, and the court may publish the names of persons convicted under the article.
