030, dating to Ordinance 68 Article XV § 16 from 1900, makes it unlawful to place crates, cases, barrels, boxes or tanks on the sidewalk or let anything remain in front of an occupied premises that would restrict the public use of the sidewalk. The section carves out an exception only for goods actually being received or delivered to or from a business, and even then the business must leave a strip "not less than six feet in width" of sidewalk free for public travel at all times and must clear the goods away without delay.
060. A permitted display cannot exceed a 16-square-foot footprint per business absent review-authority approval of a larger area, cannot exceed seven feet in height, and cannot extend more than two feet out from the storefront. Subsection (F) then sets the sidewalk-clearance floor on top of those limits: a minimum clearance of four feet of public sidewalk width must stay unimpeded and free of obstruction at all points for pedestrian circulation and handicap access, and doorways may never be blocked. Displays are limited to the adjoining business's operating hours and must come indoors at closing (subsection G).
The permit is an "interruptible or revocable privilege": the city manager or a designee can suspend a display at any time for festivals, parades, demonstrations, street repairs or emergencies (subsection I).

Chapter 12.04 carries no penalty clause of its own, so a sidewalk-obstruction violation is enforced under the citywide scale in SMC § 1.12.010: an infraction fine up to $100 for a first offense, up to $200 for a second within a year, and up to $500 for a third or later offense, with each day of obstruction a separate offense, or prosecution as a misdemeanor carrying up to $1,000 and six months in jail. An outdoor display permit issued under SMC § 12.04.040 can also be suspended on the spot by the city manager's designee.
