050 sets the City, not the abutting property owner, as the default party responsible for keeping sidewalks in repair, funded at City expense. That default flips only when repairs are "rendered necessary by any act of the owner or occupant of the adjoining land or by any defect in the buildings thereon or by any other cause under the control of such owner or occupant," in which case the owner or occupant must make the repair themselves. If the responsible owner or occupant fails to act, the section authorizes the City to make the repair anyway and recover the cost from that owner or occupant, effectively converting the unpaid repair into a City-collected charge rather than a criminal citation.

This differs from a straightforward abutter-liability model: Cambridge only pushes cost onto a property owner when the damage traces to something within that owner's control, and the section (carried forward from Prior Code Section 17-27) sets no separate fine or misdemeanor penalty of its own. 110, which does carry its own fine, showing the Code splits ordinary structural repair (City-funded, cost-shiftable) from seasonal snow/ice clearing (owner-mandated, directly fined).
