Full Breakdown
Under Article II of the Franklin City Charter, the city has express power to require owners of property abutting a public sidewalk to construct and repair it. If an owner fails to comply, the city may perform the construction or repair itself and charge the full cost back to that owner. Unpaid costs become a lien against the property, collectible in the same manner as property taxes -- meaning a neglected sidewalk repair can ultimately show up on the owner's tax bill.
Violations & Fines
City completes the repair or construction itself, bills the abutting owner for the cost, and if unpaid attaches a lien to the property collected like property taxes.
