Sidewalks required under section 25-4 must sit on public right-of-way, not on the private lot. Section 25-5(a) sets the physical standard: a minimum width of four feet, located no more than six inches from the property line along the abutting public street. Section 25-5(b) caps sidewalk elevation at no more than twenty-four inches above the street curb and no lower than the curb's own top elevation. Section 25-5(c) bars fire hydrants, telephone poles, street signs, and similar obstructions from sitting inside the sidewalk footprint unless the director of public works signs off.

An owner facing an unusual lot, such as an irregular shape or steep grade, can ask the director of public works under section 25-6 to approve an alternate design or location rather than the standard layout. Section 25-7 provides the one real exemption: if the building official finds that at least fifty percent of the block on the same side of the street already has homes or buildings without sidewalks, the applicant can be excused from building one. None of this requires an owner to inspect or repair a sidewalk absent a permit application; the duty attaches specifically when construction, an addition, or a structural alteration triggers the permit process, and it runs until the building official signs off with a certificate of occupancy.
