01 explains why the City shifted sidewalk upkeep to abutting owners: unmaintained sidewalks are treated as a public nuisance affecting the safety of the general public, and requiring owners and occupants to maintain the walk next to their own property is the City's chosen way to prevent that nuisance from developing. B then states the operative rule directly: it is the responsibility of property owners abutting a sidewalk to keep the sidewalk in good repair. That repair duty is separate from, though adjacent to, the snow and ice removal duty in the same Section, and it is not limited to winter conditions; a cracked, heaved, or otherwise deteriorated sidewalk panel is the abutting owner's obligation to fix year-round.
