Bryan's sign code defines a billboard as a freestanding or building-mounted off-premises sign designed for changeable copy: the same category that covers digital and electronic billboard displays. Section 98-5 puts billboard signs and off-premises signs on the flat prohibited list alongside snipe signs and portable signs, banning them in every zoning district inside the corporate limits and in the city's extraterritorial jurisdiction. There is no permit path or variance built into this section: any off-premises advertising structure, digital or static, not tied to the business on the property where it stands is barred outright. On-premises electronic message centers with automatic changeable copy remain separately regulated under Section 98-10.
