R of the Land Use chapter, part of the general sign requirements in Article XVII, opens by capping any changeable message panel or zip-track sign at 25% of the sign's total area, with a narrow 75% exception for fueling product price signs and multiplex cinema signs, and then states flatly that electronic changeable-message boards shall be prohibited except as follows. The two carve-outs are fueling product price signs and multiplex cinema marquees; nothing resembling a freestanding digital billboard for general advertising is permitted anywhere in the exceptions list, which is consistent with the Township's separate outright billboard ban at Section 190-184.

Every such sign must carry a photocell that automatically dims the display as ambient light changes, a manufacturer's certificate proving the brightness preset is password-protected against end-user tampering, an annual compliance inspection, and a default mechanism that will cause the sign to revert immediately to black screen if the sign malfunctions.
