Frisco, TX Sign Regulations: Digital Billboards (2026)

Section 70-27 governs changeable copy and electronically activated message signs, permitting them within whatever zoning district they sit in, subject to three specific technical rules layered on top of the underlying zoning standards. First, each message must display as a static image for a period of three seconds before the sign can transition to the next one; the transition itself must be instantaneous rather than a fade, wipe or scroll, and each message has to be complete in itself rather than continuing onto the following display.

Second, the code bars any animation, flashing, traveling, blinking or fading effect outright, regardless of the display technology used. Third, every changeable copy sign in every zoning district must be equipped with automatic dimming technology that adjusts brightness to ambient light conditions; this dimming requirement applies retroactively to signs that predate November 1, 2010, but only once that older sign is upgraded or retrofitted, not immediately. Section 70-28's separate luminance cap of 750 candelas per square meter still applies on top of these display rules, since illumination and message-display standards operate together under Chapter 70.

A changeable copy sign still needs the underlying sign permit required by Section 70-16 for the structure itself; failing any of the three requirements above is enforced the same way as any other Chapter 70 violation.
