Full Breakdown

Sec. 744-911(A) governs off-premises (outdoor advertising) signs, commonly called billboards, wherever the Zoning Ordinance for Marion County, Indiana permits them under Table 744-903-7. Subsection 9 lets an advertising sign use up to three rotating panels, known as Tri-vision faces, to present a single fixed display at a time, but the rotation from one display to the next cannot happen more often than every 15 seconds. Subsection 10 then closes off the modern digital-billboard format outright: no advertising sign may display video or emitting graphics of any kind, whether the technology is video, LED, LCD or another electrically powered display, except for the narrow price-pack carve-out at Sec.

744-911(B)(2)(d)(2), and internal illumination of outdoor advertising signs is not permitted at all, unlike on-premises business signs, which may be internally lit under Sec. 744-907. That freeway exception is itself tightly bounded: within 660 feet of a freeway or expressway right-of-way, a billboard face may be converted to a pricing display, limited to 10% of the sign face, on only one face of a single sign structure, and remotely changed no more than three times per day. Outside that narrow lane, Indianapolis has no local mechanism for permitting an electronic message-center billboard; the size, spacing (1,000 feet radial separation from any other billboard) and district limits in Table 744-903-7 apply on top of the digital ban.
