Kenosha, WI Sign Regulations: Digital Billboards (2026)

' These signs are permitted only in the B-2, M-1 and M-2 Zoning Districts. A single sign face cannot exceed 672 square feet, or 1,344 square feet counting both sides of a back-to-back structure, and the structure must sit back at least 15 feet from the street right-of-way. Height tops out at 35 feet at normal grade, rising to 40 feet within 1,000 feet of an interstate right-of-way and 50 feet next to an interstate bridge or viaduct. Off-premises signs, digital or not, cannot stand within 500 feet of another off-premises sign on the same side of the street, within 75 feet of the B-3 Central Business District, within 150 feet of a Residential or IP Institutional Park District, or within 200 feet of a historic site, school, church, park or playground, and none may go up in a Historic District or on a bridge or roof.

The digital-display rules layer on top of those siting standards: each message change must complete in one second or less, each message must then hold for at least six seconds, and traveling or segmented messages are banned outright. 15(B)(2)(f) carves digital displays out of that curfew entirely. Because the City capped the total number of off-premises signs at 105, the count standing on October 1, 2011, anyone wanting a new digital billboard must acquire a transferable Replacement Sign Credit from an owner who removed an existing sign, rather than obtaining a fresh permit for additional signage.
