Leominster, MA Sign Regulations: Digital Billboards (2026)

Section 22-75, Electronic message boards, is Leominster's specific rule for digital signage. It permits an electronic message board in any non-residential district as long as it complies with every other applicable provision of the sign ordinance, plus five additional limits. The changeable area of the sign may be no greater than thirty-two square feet, and the message that is displayed may change not more frequently than every three seconds, which rules out the rapid-cycling displays used in some other municipalities. Only one electronic message board with two sides is allowed per lot, so a business cannot stack multiple digital faces around a property.

Scrolling text is barred outright: no message may scroll across the board. Placement is also restricted for traffic safety: an electronic sign cannot be erected at an intersection or street edge in a way that obstructs clear vision, and it cannot be sited anywhere it might be confused with, or interfere with the view of, an authorized traffic signal, sign or device. The same electronic-message carve-out is referenced elsewhere in the sign chapter: Sec. 3 exempts indicators of time, temperature, or changing message as allowed under Section 22-75 from the general ban on signs that flash or move.

Because Sec. 22-75 only opens the door in non-residential districts, an electronic message board in a residential zone is not a permitted use under this ordinance regardless of size or brightness.
