Noblesville, IN Sign Regulations: Digital Billboards (2026)

Section 159.109(K)(7)(b) sets the sign package for the Innovation Mile District's event-center subdistrict, a business and technology corridor abutting I-69 on Noblesville's east side. Beyond the district's standard wall, designation, and ground signs, subsection 2.c. carves out a single 'Electronic sign - I-69': one digital sign is permitted per property within 200 feet of the boundary that touches the interstate, capped at 65 feet in height. The digital faces may run up to 750 square feet per side, with up to 250 square feet of that face reserved to identify the event center itself or the Innovation Mile development.

The message may promote on-site users and their products, businesses located elsewhere and their products, services, or events, and community or private events happening on or off the property, but the code restricts how the display behaves rather than what it advertises: each message must remain stationary for at least ten seconds, and the sign can never flash, scroll, twirl, change color, fade in or out, or otherwise imitate movement between copy changes. The support structure must carry some aesthetic value, brick, masonry, stone, simulated brick, or metal panels are named examples, and a bare metal pole is not allowed.

Separately, the district's wall signs may add one additional electronic sign per structure on two street frontages, with that electronic face permitted up to 600 square feet and excluded from the 20% signable-wall-area cap that otherwise governs wall signage.
