Palatine, IL Sign Regulations: Digital Billboards (2026)

Section 8.01(i) of the Zoning Ordinance treats electronic message boards as a distinct, tightly controlled sign category rather than an ordinary attached or freestanding sign. Subsection (i)(1) requires every electronic message board to obtain Special Use approval before installation, meaning Planning and Zoning Commission review and a Village Council vote rather than an over-the-counter sign permit. Location is restricted to business uses fronting one of four named corridors: Northwest Highway, Rand Road, Lake Cook Road, and Dundee Road, and the lot needs a minimum of 300 feet of frontage along the approved corridor.

Only one electronic message board is permitted per zoning lot, and boards on the same corridor must be spaced at least 500 feet apart. On a multi-tenant property, the board can't carry any advertising beyond the name of the center or development. Operationally, § 8.01(i)(3) requires consistent-color illumination, bans flashing, scrolling, scintillating, or any illumination that simulates movement, prohibits background illumination, and requires each displayed message to stay up for a minimum of 15 seconds. Size is capped at § 8.01(i)(4): the electronic portion of a sign cannot exceed 40 percent of the sign's total area.

Electronic message boards are flatly prohibited for all residential uses under § 8.01(i)(2)(f), and every board must be mounted on a freestanding sign rather than a wall or roof. Boards that received Special Use approval before this ordinance can be repaired or replaced only if they substantially match the approved plans and continue to follow the operational rules.
