Pompano Beach, FL Sign Regulations: Digital Billboards (2026)

The Development Services Department enforces Chapter 156 of the Pompano Beach Code of Ordinances, which defines BILLBOARDS and GENERAL ADVERTISING SIGNS at § 156.03 as an off-premise commercial sign advertising merchandise, services, or entertainment sold or offered at a location other than the sign itself. Section 156.12(E) lists billboards and general advertising signs among the prohibited signs citywide, alongside off-premise signs banned under § 156.12(G) and animated signs banned under § 156.12(C), so no traditional or digital billboard advertising a business located elsewhere may be erected anywhere in the city.

On-premise digital signage is handled separately as a CHANGEABLE COPY SIGN, AUTOMATIC under § 156.03: a sign permitted in nonresidential districts on which copy changes through an automatic or remotely controlled process, limited to no more than once every 12 seconds (five changes per minute), and it cannot be operated as an animated sign. That baseline tightens on free-standing signs: the notes to Table 156.07(A)(1) and Table 156.07(A)(2) permit an automatic changeable copy face only on multi-tenant buildings larger than 25,000 square feet with four or more tenants, capped at 50% of the sign's permitted area, while a manual changeable copy face may use 100%. Properties fronting a limited access highway get more room: Table 156.07(A)(3) lets specifically listed sites, including the Festival Flea Market at 2900 West Sample Road and the Pompano Beach Medical Center at 600 S.W. Third Street, run automatic changeable copy across 100% of their highway sign area. Inside the Atlantic Boulevard Overlay District and Transit Oriented Overlay District, § 156.12(W)(3) prohibits changeable copy signs entirely, manual or automatic, on top of the citywide bans.
