Unincorporated Miami-Dade (UMSA) permits a "Digital Class B Sign" only in BU and IU zoning districts, or at buildings built for public assembly of 50+ people (stadiums, airports, seaports, religious and educational facilities). A detached digital billboard needs at least 10 acres of gross improved land, 25 square feet of landscaping around it, and placement only on a major or minor roadway per the county's Land Use Plan map, unless digital content covers 30% or less of the sign face, which waives the acreage, landscaping and roadway rules. Content is restricted to onsite and directional messages, with no sound and no scrolling, flashing or animated transitions.
Violations & Fines
The Building Department (Regulatory and Economic Resources) enforces sign code violations under Chapter 8CC; a dilapidated or noncompliant sign can be ordered removed by the Director at the owner's expense, and each digital sign must revert to a black screen within 24 hours of any malfunction or display it doesn't yet meet.
