Homestead, FL Sign Regulations: Digital Billboards (2026)

City Code Sec. 23-94 sets design, construction and location standards that apply only to billboards erected in commercial and industrial zoning districts along the FDOT Turnpike right-of-way, and Sec. 23-94(f) governs illumination specifically. Digital billboards may illuminate their full sign face only if they meet listed conditions: no auditory or mechanical sounds may be emitted, and the display cannot move, appear to move, blink, fade, roll, dissolve, flash, scroll, or show animated movement or intensity changes during the static display period. Brightness is capped by time of day using Miami National Weather Service sunset/sunrise times: no more than 500 nits from sunset to sunrise, and no more than 5,000 nits at all other times.

Every digital billboard must have an installed ambient light monitor that automatically adjusts brightness to ambient conditions at all times. The message itself cannot change more often than once every eight seconds, and all moving parts or illumination must change simultaneously. If a digital billboard malfunctions or stops operating normally, it must immediately revert to a black screen and be restored to normal, compliant operation within 24 hours. Beyond illumination, Sec. 23-94 caps overall billboard size at 672 square feet (14 by 48 feet) plus embellishment up to 750 square feet total, limits height to 50 feet (30 feet within 300 feet of a residential use), requires a 2,000-foot minimum spacing between billboards on the same side of the Turnpike, and a 15-foot minimum setback from the Turnpike right-of-way. Sec. 23-91 makes this division supersede any conflicting city ordinance, and Sec. 23-93 requires a city-issued permit before any billboard is erected or maintained.
