In practice, a sign or billboard proposed within 660 feet of an expressway in Homestead is evaluated under the city's own size, height, setback and spacing standards in Sec. 23-94, such as the 50-foot maximum billboard height, 750-square-foot maximum size including embellishment, and 2,000-foot minimum spacing between billboards on the same side of a right-of-way, rather than being blocked outright by the county's expressway-proximity restriction. A permit from the city is still required before any billboard is erected under Sec. 23-93, and all other Chapter 23 sign standards, including the FDOT Turnpike Corridor location restriction in Sec. 23-94, continue to apply to signs near expressways within city limits.
