(a)Digital Displays. In Downtown Columbia, digital displays are allowed notwithstanding any other provision of this subtitle subject to the requirements set forth in this section.(b)...(1)The maximum size of each digital display shall not exceed 150 square feet;...(3)Each digital display shall display an image that changes no more frequently than every two minutes between 7:00 a.m. and 2:00 a.m. and shall be nonoperational or nonchanging at all other times...(4)The digital display shall not have audio;...(8)Each digital display must be equipped with automatic dimming capability that adjusts the luminance of the displayed information based on ambient light conditions so as to not exceed 5,000 NITs (candelas per square meter) during daylight hours and a maximum illumination of 500 NITs (candelas per square meter) between dusk to dawn as measured from the sign's face at maximum brightness.

502A creates a narrow, technical exception to the countywide ban on changing-image signage, but only within Downtown Columbia. 501(c)(1)b. , and must be nonoperational the rest of the time; the change itself has to be an instantaneous cut, not a blink, flash, scroll, fade, roll, shade, or dissolve. Audio is banned outright. Brightness is separately regulated: a written manufacturer certification is required confirming the display will not exceed 5,000 nits in daylight or 500 nits from dusk to dawn, measured at the sign's face, and every display must include a default mechanism that freezes the image at 500 nits if the electronics malfunction.
Displays must sit below the roofline, generally be part of a downtown revitalization project (government and school uses excepted), and stay at least 150 feet from any residence in an area where such signage would otherwise be prohibited. The Planning Board can waive several of these numeric limits, including size, frequency, and off-site advertising, only after considering the Design Advisory Panel's recommendation and making findings that the display will not harm adjacent residential uses or create a traffic hazard.

A digital display permit is issued by the Department of Inspections, Licenses and Permits and is conditioned on continuing compliance with section 3.502A; noncompliant displays are treated as sign violations enforceable under subsection 3.512(c), carrying a misdemeanor fine of $250 to $500, or as a Class C civil offense assessed per day the violation continues, in addition to the Department's power to order removal under subsection 3.511(d).
