(a) Electronic message centers.

(1) Electronic Message Centers may not exceed seventy-five (75) percent of the total allowable sign copy area (not sign face) on any sign.

(2) Electronic Message centers shall be allowed subject to the following:

A. In Business Use Areas (as defined by § 19-55), Electronic Message Centers shall display static images for a period, of at least three (3) seconds before transitioning to another static image. The use of frame effects is permitted. Flashing and animation are prohibited.

B. Electronic Message Centers shall not be permitted in Residential Use Areas (as defined by § 19-55) except for when installed on non-residential use signs in Residential Use Areas... Animation, flashing and frame effects are prohibited.

D. No electronic message center shall exceed a brightness level of 0.3 foot candles above ambient light as measured using a foot candle (Lux) meter at a preset distance depending on sign area.
