Sparks, NV Sign Regulations: Digital Billboards (2026)

Section 20.04.010(I)(6) sets Sparks' rules for digital signs on top of the general freestanding and monument sign standards in the rest of the chapter. Digital signs are permitted only in the Tourist Commercial (TC), General Commercial (C2) and Industrial (I) zoning districts, plus certain Public Facilities sites over ten acres and gateway signs; they are not allowed at all in residential, agricultural, professional office or standard multifamily districts. A site is limited to one digital sign per street frontage and no more than two digital signs total, regardless of how many frontages it has.

The chapter also regulates how the display can change. Fade, dissolve, travel, message sequencing and scrolling effects are prohibited on any digital sign larger than 32 square feet, except in the TC district or on an approved gateway sign, and video display, flashing and blinking are banned outright on every digital sign regardless of size or zoning district. A digital sign over 32 square feet must hold each message for at least eight seconds before it can change, and the transition between messages is capped at one second, which prevents the flickering, rapid-cycling displays common on some highway billboards elsewhere. Brightness is separately capped at no more than 0.3 foot-candles above ambient light, measured with a foot-candle meter at a distance calculated from the sign's own square footage, and the sign must include a photo-sensor that automatically dims it as ambient light changes. To protect nearby homes, a digital sign must sit at least 300 feet, measured radially, from any residentially zoned property, though that distance shrinks to 150 feet if the sign is oriented away from the residential parcel.
