Electronic message center signs, the digital displays used for changing copy, including electronic billboards, are capped under LDC § 36-454(8) at 0.3 foot-candles of brightness above ambient light, measured with a foot-candle meter at a distance set by the sign's copy area. Every such sign must carry automatic dimming technology that adjusts brightness to ambient light, and flashing is prohibited everywhere in Springfield, Missouri. Near residential (non-business) areas, images must hold static for at least 8 seconds with no animation or frame effects, and a conditional use permit is required.
