Temple, TX Sign Regulations: Digital Billboards (2026)

The UDC bans any sign that "uses mechanical movement or change of lighting to depict action or create a special effect or scene" (an Animated Sign) with no carve-out for off-premise billboards. Sec. 7.6.11 fixes off-premise sign faces at 672 sq ft (I-35 frontage) or 386 sq ft (Loop frontage), single- or double-faced, with no provision for electronic or changing images. The only electronic-message allowance in the code is a separate, smaller on-premise "Message Board" sign type (150 sq ft max) that must change no faster than once every 8 seconds with no animation, flashing or blending.
