Section 800, Signs, sets the framework for every sign regulated in Warwick, and Section 804, Signs prohibited in all zones, lists the categories that are barred citywide regardless of district. 136(I) defines a billboard as 'an outdoor advertising structure displaying a sign or signs not pertinent to a use on the premises,' the kind of off-site advertising structure that digital and electronic billboards typically are. 3 covers both. 2, reinforcing that Warwick's ordinance treats moving, flashing, or scrolling sign displays, the features common to digital billboards, as independently prohibited on top of the outright billboard ban.

4(D) goes even further for on-premises signage, stating that 'all types of electronic LED signs, message boards, continuous scrolling messages and digital display signs are prohibited,' which shows the city's sign rules consistently exclude digital display technology rather than carving out an exception for it anywhere in the ordinance.
