Appleton, WI Sign Regulations: Freeway-Facing Signs (2026)

Appleton's baseline ground-sign standards, a maximum height of 28 feet under Sec. 23-524(a) and a maximum face area of 150 square feet under Sec. 23-523(a), do not apply along the city's two freeways. Section 23-504 defines 'freeway' as Interstate Highway 41 and State Highway 441, and Section 23-529(b) grants a sliding-scale bonus to any 'freeway-oriented on-premises sign' in the P-I, C-O, C-1, C-2, M-1, and M-2 zoning districts. Starting from a mandatory 10-foot setback off the freeway right-of-way, a sign gains two additional feet of height for every extra foot it is pushed back, up to an absolute ceiling of 60 feet above the freeway's centerline grade.

Area grows the same way: ten extra square feet of sign face for each additional foot of setback, capped at 200 square feet per face. A parcel larger than nine acres can also add a second ground sign, one that stays within the ordinary 28-foot, 150-square-foot limits, in the front yard on the side opposite the freeway. These oversized freeway signs still answer to the rest of Article XIV: they need a sign permit from the Inspections Supervisor under Sec. 23-540, must clear the setback and vision-corner rules in Sec.

23-525, and cannot use flashing, animated, or beacon-style illumination barred citywide by Sec. 23-505. Off-premises billboards get no version of this bonus; Sec. 23-505(c) prohibits off-premises signs everywhere in the city, freeway frontage included, so the extra height and area apply only to a business advertising its own on-site use.
