Eugene, OR Sign Regulations: Freeway-Facing Signs (2026)

Eugene doesn't regulate 'freeway-facing signs' as a separate category; instead it lists the specific corridors where the more permissive highway commercial sign standards apply, at EC 9.6675(1). Beyond the S-RP Riverfront Park Special Zone within 200 feet of Franklin Boulevard, the list includes frontage along Highway 99 North, the south side of I-5 from Henderson Avenue to 300 feet north of Laurel Hill Drive, I-105 from the Coburg interchange to Scout Access Road, Beltline Road from 11th Avenue to Roosevelt Boulevard, and stretches of Coburg Road, Franklin Boulevard, Garfield Street, Goodpasture Island Road, Railroad Boulevard, and 6th, 7th and 11th Avenues.

Properties in these corridors, zoned C-1, C-2, C-3 or employment/industrial, can use billboards, digital billboards, electronic message centers, freestanding and roof signs among other types, with no cap on the total number of signs except that freestanding or roof signs must sit at least 200 feet apart, per EC 9.6675(3). Freestanding and roof signs are capped at 100 square feet per face, 200 for two or more faces, under EC 9.6675(4)(a), and EC 9.6675(5) limits billboards, freestanding signs and roof signs to 30 feet in height. Billboards along most of these named streets cannot exceed 250 square feet, rising to 300 square feet along Beltline Road, I-5 and I-105 under EC 9.6675(6)(a)-(b), and no billboard may sit within 350 feet of another on the same side of the street under EC 9.6675(6)(f).
