Victorville, CA Sign Regulations: Freeway-Facing Signs (2026)

Sec. 050(d) lists reader or message boards among the City's prohibited sign types, defined elsewhere in the Chapter as signs with electronic or manual devices for changing copy. The prohibition carves out one exception: a reader or message board may be approved, with conditions, by the Zoning Administrator, but only for schools, parks, civic buildings on government-owned property, or commercial shopping centers larger than fifty acres that sit adjacent to Interstate freeway right-of-way and are developed or managed under a single entity. Sec. 090(d) builds out the standard for freeway-oriented shopping-center signage generally.

A qualifying center may add one on-site or off-site freeway-oriented sign in lieu of its other freeway signs, subject to a Conditional Use Permit under Article 2. An off-site sign must sit within forty feet of the Interstate right-of-way and no farther than 1,000 feet from the shopping center it advertises, and the parcel it stands on must be zoned General Commercial (C-2), owned by the shopping center, and separated from the center only by public right-of-way. Height and area are capped by center size: the sign cannot exceed sixty-five feet as measured from the centerline grade of the adjacent right-of-way, and the sign face is limited to 800 square feet for centers over fifty acres or 1,000 square feet for centers over seventy-five acres.
