Henrico County lets a lot post up to two non-illuminated signs, each no larger than 1 square foot or 4 feet tall, without a permit. Garage-sale signs cannot be attached to trees or placed in the street right-of-way, where they may be removed by the county.
Under Henrico County Code Sec. 24-104.1, a sign permit is not required for up to two non-illuminated signs per lot, each not exceeding 1 square foot in area or 4 feet in height. Additional small signs (no larger than 1 square foot) may be posted along a property line if kept at least 250 feet apart. Garage-sale and directional signs may not be attached to trees, bushes, or other vegetation, and may not be placed on public land or in the street right-of-way without approval from the county engineer or VDOT. Signs placed illegally in the right-of-way are subject to immediate removal and disposal, and the responsible person may still be prosecuted.
Signs on utility poles, trees, or in the right-of-way are prohibited and may be removed and disposed of immediately by any authorized official; removal does not preclude prosecution of the responsible party.
