Sec. 17-11 defines garage sales to include any sale entitled garage sale, yard sale, lawn sale, attic sale, rummage sale or flea market sale, or any similar casual sale of personal property that is advertised by any means whereby the public-at-large can be made aware of the sale, which is exactly the function a yard sign performs. The limitations in subsection (b) then cap how long that advertised event, and therefore its accompanying signage, can run: no person may conduct more than three garage sales in any residential area during a calendar year, Sec.

17-11(b)(1), and any such sale must cease within 48 hours after it begins, Sec. 17-11(b)(2). Subsection (c) exempts court-ordered sales, sales run by public officials in their official capacity, and casual sales advertising five or fewer specifically named items, which the ordinance does not treat as a garage sale at all. Violators face a fine of not less than $25 nor more than $250 under Sec. 17-11(d), and each day a violation continues is a separate offense. The section, adopted by Ord. No. 35-90 in 1990, cross-references the city's general licensing chapter, Ch. 16, though garage sales themselves are not separately licensed.
