Chapter 19.5 of the Rockville City Code governs temporary sign display, including garage and yard sale advertisements. Signs on the property where the sale takes place are generally exempt from the sign permit requirement for the duration of the sale. Private residential signs are limited to 150 square inches. Signs placed on other private property require the owner's permission. Signs may not be placed in the public right-of-way, on utility poles, traffic signs, streetlights, medians, or any city-owned property. The city actively removes illegally placed temporary signs, particularly those attached to utility poles and traffic signs along major corridors like Rockville Pike and Hungerford Drive. Signs that obstruct pedestrian or vehicle sight lines at intersections are removed immediately for safety. Temporary signs must be removed within 24 hours after the sale concludes.
