Sec. 14-2 bars any person from erecting, maintaining, using or occupying a tent, lodge, shelter, structure or unattended installation or display on city-owned or leased property, unless it is done as part of a special event permit obtained under the city's regulations, or unless the item is a city structure or installation itself. This provision, adopted by Ord. No. 2013/030 in October 2013, governs displays placed on municipal property, such as parks, medians or civic grounds, rather than decorations put up by residents on their own homes.

Because a special event permit is the only route to a lawful private display on city land, an applicant must go through the same review the city applies to sales, fairs and similar temporary events under Chapter 2's special event rules before installing a holiday display, tree lighting structure or unattended lighted installation on public grounds. The city's own fee and penalty schedule at Sec. 2-378 lists "Sec. 00 civil penalty, confirming this section is enforced as a stand-alone civil citation item rather than folded into the chapter 14 building code provisions around it.
