Ocean County municipalities do not typically regulate holiday displays on residential property so long as they do not violate other codes. Toms River, Brick, Lakewood, Jackson and the shore boroughs allow seasonal decorations (lights, inflatables, nativity scenes, menorahs, etc.) without permit. Practical limits come from other codes: sight-triangle obstructions at corners violate zoning; sidewalk blocking violates property maintenance; fire-safety concerns for combustibles fall under N.J.A.C. 5:70. Oceanfront towns (Seaside Heights, Point Pleasant Beach, Lavallette, Harvey Cedars, Beach Haven) note that ocean-facing bright lights from October 1 through May 15 should be shielded seaward during plover/turtle nesting periods. HOAs in Ocean County's 55+ communities (Holiday City, Crestwood Village, Leisure Village, Greenbriar) often have decoration windows β typically 30 days before and 15 days after the holiday. Roof-mounted displays must not damage the structure or violate wind-load code.
