Jurupa Valley does not have a dedicated holiday-display ordinance. Seasonal lighting and decorations on private residential property are generally permitted without a permit, but must comply with the City's electrical/building code (Title 8, Ch. 8.05 – California Electrical Code), nuisance and light-trespass standards, and noise regulations (Ch. 11.05). Title 9 sign rules (Ch. 9.248) apply only to commercial holiday signage.
There is no standalone holiday-display chapter in the Jurupa Valley Municipal Code. Residential holiday lights, inflatables, nativity scenes, and yard decorations are treated as permitted accessory displays and do not require a sign permit so long as they remain on private property, do not encroach on the public right-of-way or sight-distance triangles, and do not create a nuisance. Electrical installations must comply with the California Electrical Code adopted under Title 8, Chapter 8.05 (use outdoor-rated fixtures, GFCI protection, no overloaded extension cords). Light trespass into neighbors' bedrooms and sound from displays are subject to the City's nuisance and Title 11 Ch. 11.05 noise standards — amplified music or animated displays should observe the 10 p.m.–7 a.m. nighttime quiet period. Commercial properties displaying holiday banners or signage exceeding the normal sign allowance fall under Ch. 9.248 Temporary Signs. State law (Civ. Code §714) preempts HOA bans on religious displays on entry doors/frames during recognized holidays.
Displays that encroach into the public right-of-way, block sight triangles at intersections, generate amplified sound past 10 p.m. (Ch. 11.05 noise), or cause excessive light trespass may be cited as a public nuisance. Unsafe electrical installations may trigger Title 8 building-code enforcement. There is no specific 'take-down-by' deadline in code, but displays left up indefinitely can be cited as blight under general nuisance provisions.
