Holiday lights and decor need no permit. Up to 60 days before and 30 days after. No amplified music past 10 PM weekdays or 11 PM weekends.
Moreno Valley does not regulate the content of holiday displays (Christmas, Hanukkah, Diwali, Halloween, Dia de los Muertos, etc.) because content-based sign regulation is constitutionally suspect. Instead, the city applies time, place, and manner rules. Lights, inflatables, projectors, and decorative signage can go up as early as 60 days before the holiday and must be removed within 30 days after. Decorations must stay on private property, not encroach on the sidewalk or parkway, and not block driver sight lines at intersections. Projected light shows that shine into a neighbor's window or onto a roadway are treated as a light trespass nuisance. Synchronized outdoor music and amplified holiday soundtracks are subject to the same quiet hour rules as other amplified sound (10 PM weekday, 11 PM weekend cutoff) and must stay within decibel limits. Very popular display homes that draw sustained traffic can be asked to manage crowd flow, provide off-site parking, or even obtain a temporary special event permit if the traffic impact becomes significant. Fire safety matters too: extension cords must be rated for outdoor use, trees should not block egress, and candles and open flames are discouraged near fabric decorations. HOAs can impose additional timing rules within their CCRs.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Moreno Valley code enforcement directly for current fines, enforcement procedures, and hearing options.
