09 of the Comprehensive Land Development Resolution, the county's zoning code, governs outdoor lighting generally, and subsection [1](d) sets the rule that reaches holiday displays. The general provision bans flashing or running lights visible from public view, and it separately bans festoons of lights, meaning strings that outline property lines, sales areas, rooflines, doors, windows, or similar areas. That ban applies year-round to commercial and residential lighting alike. The code then draws the holiday exception directly into the same sentence: the prohibition on flashing, running, and festoon lighting does not apply to temporary lighting erected in connection with the observance of holidays.

The Resolution does not set a fixed installation or removal date for holiday displays, so the exemption runs for as long as the lighting is genuinely temporary and tied to a holiday, rather than a permanent fixture dressed up as seasonal decor. 09, not the sign code, that actually controls holiday light displays; Chapter 25's temporary sign allowances do not mention holiday lighting at all. 09 general standards, such as the ban on lights reflecting into a public right-of-way, still apply to holiday installations.
