Election signs in Eagan are allowed only on private property with the owner's permission and are exempt from sign permits. Under Minnesota Statute 211B.045, noncommercial signs of any size and number are allowed from 46 days before the state primary until 10 days after the general election; Eagan limits them to 16 square feet outside that window.
Eagan classifies campaign signs as election (noncommercial) signs, which are exempt from sign-permit requirements. The city's rules are shaped by Minnesota Statute 211B.045, which provides that all noncommercial signs of any size may be posted in any number beginning 46 days before the state primary in a state general election year until ten days following the state general election; municipal ordinances may regulate size and number at other times. Accordingly, Eagan limits election signs to 16 square feet before the 46-day window, with no size restriction during the protected period. Signs are only allowed on private property, with permission of the owner, and are permitted on fences erected on the property line. Election signs are not allowed on public streets or City-owned property (including parks, City Hall, fire stations, the civic arena and community center) and may not be affixed to utility boxes, poles, street signs or lights. They may be placed in the public right-of-way of a local street only if located more than 5 feet from the back of the street curb where no trail exists, or more than 1 foot from the edge of a trail (the edge farthest from the curb) where a trail exists. Per Minnesota law (referenced by the city as Statute 211B.04), the name and address of the individual or committee responsible for erecting and removing the signs must be printed on the sign. County and state rights-of-way are governed by Dakota County (651-438-4305) and MnDOT (651-296-3000), not the city. Contact Eagan's Zoning Specialist at 651-675-5690.
Placing election signs on public streets, parks or City property, affixing them to poles or utility boxes, or putting them in the local-street right-of-way closer than the 5-foot (curb) or 1-foot (trail) limits violates Eagan's rules and the signs may be removed. Omitting the required name and address can also be a violation under state law.
