Political signs on private property are constitutionally protected. California Elections Code 18310 makes it a misdemeanor to destroy, deface, or remove political signs from private property without the owner's consent. Ventura County's zoning ordinance may impose reasonable size limits consistent with the First Amendment. No permit is required for political signs on private property. Signs on public property or in public rights-of-way may be restricted. HOAs cannot prohibit political signs within 90 days before an election under Civil Code 4710.
