Unincorporated Ventura County regulates temporary political signs under NCZO Sec. 8110-6.8. Ventura County's Non-Coastal Zoning Ordinance, Sec. 8110-6.8, sets the rules for temporary political signs on private property. Under Sec. 8110-6.8.1, no temporary political sign face may exceed 32 square feet, and the aggregate area of all temporary signs on any lot in one ownership may not exceed 96 square feet. Sec. 8110-6.8.4 limits timing: signs may not be posted sooner than 90 days before a scheduled election administered by the County Elections Department and must be removed within 10 days after the election. Sec. 8110-6.8.3 prohibits placing political signs within 100 feet of a polling place or historic site, within any highway right-of-way, within 660 feet of the edge of a designated Scenic Highway or landscaped freeway, in any location impairing sight distance or creating a traffic or pedestrian hazard, or on any telephone pole, lamppost, tree, wall, fence, bridge, bench, hydrant, curbstone, sidewalk or other structure in or upon any public right-of-way or other public property. Sec. 8110-6.8.2 requires registration of political signs with the Planning Division before distribution. Under Sec. 8110-6.8.5, signs not removed after the post-election deadline are a public nuisance subject to summary removal and confiscation by the County. Separately, the exempted-signs list (Sec. 8110-3m) allows noncommercial signs, including political signs, up to 2 square feet on a lot without these restrictions. Consistent with First Amendment limits on content-based sign rules, these are time, place and manner regulations.
Posting a political sign larger than 32 sq ft, exceeding 96 sq ft total per lot, posting more than 90 days before or failing to remove within 10 days after the election, or placing a sign in the public right-of-way, near a polling place or on public property renders it a public nuisance subject to summary removal and confiscation by the County under Sec. 8110-6.8.5.
