The City of Selma regulates political signs as part of its sign standards under the zoning ordinance (Title 11). Signs must be freestanding or window-mounted and may not be attached to utility poles, traffic signs, fences along public rights-of-way, or any public property. Signs must not obstruct traffic visibility at intersections or driveways and must maintain required sight distance triangles. Signs may not be placed on public property, in medians, on sidewalks, or within the public right-of-way. Under California Elections Code Section 18370, it is a misdemeanor to steal, deface, or destroy political signs on private property. The First Amendment provides broad protections for political speech, and Selma's sign regulations focus on content-neutral time, place, and manner restrictions. Political signs may be displayed at any time during the election cycle and should be removed within a reasonable period after the election (typically 10 to 15 days). The City does not regulate the content or viewpoint expressed on political signs. Multiple signs are permitted on a single property provided each meets the size requirements. California state law (Business and Professions Code Section 5405.3) also regulates the placement of temporary political signs near highways and freeways.
Signs placed on public property or in the right-of-way may be removed by the City without notice. Signs that obstruct traffic visibility may be ordered removed immediately. Theft or destruction of political signs on private property is a misdemeanor under California Elections Code Section 18370.
