Yuba County regulates political signs as exempt signs under Development Code Section 11.27.030(I) (Election/Political Signs). The code states: 'Political Signs are allowed to be placed up to three (3) months prior to an election and must be removed within ten (10) days following the election. The duration of the sign placement pertains to all lands within Yuba County.' Placement within the public right-of-way may be allowed only under conditions: political signs may not be 'within the clear vision triangle of a road intersection' (defined as a triangle with two legs running 25 feet from the intersection on each road) and cannot be placed within the maintained county highway - 'in general terms this means no Political Signs that are within 10 feet of the edge of pavement.' Political signs are barred on County-owned property. A related provision, Section 11.27.030(T) (Small Signs), lets all residences and businesses 'display up to two signs, each no larger than 6 square feet in area and no higher than five feet' for free speech, political, or religious purposes. Overlaying this, California's Outdoor Advertising Act (Sts. & Hwy. Code 5405.3) limits temporary political signs near state highways to no more than 32 square feet and requires removal within 10 days after the election, and signs may not be placed in the right-of-way of any highway or within 660 feet of a classified landscaped freeway. The County does not require a sign permit for political signs.
Political signs left up more than ten days after the election, placed in a clear-vision triangle, within 10 feet of the edge of pavement of a county highway, or on County property, may be removed by the County. The county notes that staff time spent responding to sign violations may be billed to the offender. State-highway placement violations are enforced by Caltrans.
