050(E) allows window signs for commercial uses only if they meet four conditions. First, size: permanent and temporary window signs together cannot exceed twenty-five percent of the window area, and the code encourages integrating the sign with the window display rather than covering it. Second, materials: neon, stained glass, gold leaf, cut vinyl and etched glass are all permitted, while painted window signs must show 'the highest level of quality and permanence as determined by the city,' a discretionary call the planning department makes at review.

Third, internally lit neon or stained glass window signs are allowed only if they meet those same standards and there is no more than one such sign for every fifteen feet of building frontage, which caps how many illuminated window signs a storefront can run even if each one individually fits under the twenty-five percent size cap. Fourth, window signs are excluded from the calculation of wall sign area, so a business doesn't lose wall-sign square footage by adding window signage. 020(B)(3)(e), which exempts 'temporary window displays and painted window signs' from the chapter's sitewide permitted sign area totals in Table 36-2. 020(A) unless the specific sign otherwise fits one of those listed exemptions.
