The rule sits in Section 18.03.12.6(C)(3) of the Land Use and Development Code, the section of additional sign standards that applies on top of the district table (Table 18.03.0-2) governing signs that require a permit. The 25% area cap is measured against the glass area itself, and Section 18.03.12.4(F)(2)(a) clarifies that for window signs, sign area is measured at the extremities of the lettering in each line or the extremities of any graphic rather than a bounding box around the whole pane. In the Downtown and Commercial sign districts, Table 18.03.0-2 further caps the raw number at three window signs and two door signs per street-facing façade, and Section 18.03.12.6(C)(1)(b)(ii) provides that in the downtown zone, window and door signs requiring a permit count cumulatively as a single sign for purposes of the overall sign-number limit.

Temporary window signs are treated separately: up to two freestanding temporary signs per parcel not exceeding six square feet may run for thirty days without a permit under Section 18.03.12.5(B)(3), and that display window signage does not count toward the permanent 25%/three-sign cap. Illuminated window signs require approval through a Planned Sign Program under Section 18.03.12.11(C)(4)(b), since ordinary sign permits do not cover illumination.
