Medina's Sign Code defines a window sign as anything posted or visible through a window or door from outside. For nonresidential buildings, Section 1147.14(e) limits permanent window signage to 25% of the total window area, with a matching 25% cap on temporary window signs under Section 1147.14(g).

(y) WINDOW SIGN. "Window Sign" means a sign posted, painted, placed or affixed in or on a window or door that is intended to be visible from the outside of a building. An indoor sign that faces a window or door exposed to public view and located within one foot of the window or door is considered a window sign for the purpose of calculating the total area of all window signs. ... Permanent window signage on the primary building frontage side of the building unit not exceeding one square foot in area for each one linear foot of primary building frontage, for each nonresidential building unit; and permanent window signage on the secondary building frontage side of the building unit, not exceeding one square foot in area for each four (4) linear feet of secondary building frontage, if any exists, for each nonresidential building unit. Permanent window signage shall cover not more than twenty-five percent (25%) of the total window area.

Full Breakdown

Section 1105.136(y) defines a 'window sign' as a sign posted, painted, placed or affixed in or on a window or door that is intended to be visible from outside the building, and extends the definition to an indoor sign facing a window or door within one foot of it, which counts toward the window sign total even though it is not physically attached to the glass.

For nonresidential buildings in the commercial and industrial districts, Section 1147.14(e) sets a size formula on top of the percentage cap: permanent window signage on the primary building frontage may not exceed one square foot for each linear foot of primary frontage, and window signage on a secondary frontage may not exceed one square foot for each four linear feet of secondary frontage. Regardless of that formula, permanent window signage may not cover more than 25% of the total window area. Section 1147.14(g) applies the identical 25% ceiling to temporary window signs displayed inside a display or show window, while exempting real estate and event signage from the section's time limits, provided real estate signs come down within seven days of a sale, rental or lease closing and event signage comes down within seven days after the event ends.

The Historic District carries its own, separate window sign rule at Section 1147.15(d): permanent window signage there is limited to 25% of the window panel it is affixed to, plus a single internal neon sign per ground-floor business capped at two square feet, subject to Historic Preservation Board review for brightness and placement. Any sign that does not conform to Chapter 1147 is a Zoning Ordinance violation under Section 1147.11, subject to the enforcement provisions of Sections 1107.04 and 1107.05.

Violations & Fines

A window sign exceeding the 25% coverage cap, or a nonconforming sign under any part of Chapter 1147, is a violation of the Zoning Ordinance under Section 1147.11, which routes enforcement through Sections 1107.04 and 1107.05 and carries the Chapter 1103.99 penalty: $150 to $500 for a first offense, escalating on repeat violations, with each day a separate offense.

Frequently Asked Questions

How much of a storefront window in Medina can be covered with signage?
No more than 25% of the total window area for a permanent window sign under Section 1147.14(e), and the same 25% limit applies to temporary window signs displayed inside a show window under Section 1147.14(g), for nonresidential buildings in Medina's commercial and industrial districts.
Does a sign facing a window from inside a store count as a window sign in Medina?
Yes, if it sits within one foot of the window or door and faces outward toward public view. Section 1105.136(y) counts that indoor sign toward the total window sign area calculation the same as a sign physically posted on the glass itself.
Is the window sign rule different in Medina's Historic District?
Yes. Section 1147.15(d) sets its own 25% cap measured against the specific window panel a sign is affixed to, rather than the whole building's window area, and allows one internal neon sign per ground-floor business up to two square feet, subject to Historic Preservation Board review.
