City of Mount Vernon Code Section 267-77, Permitted signs, sets two distinct interior window sign limits depending on building type. B gives the Commissioner authority to review every application for conformance with the article's intent, and at the Commissioner's discretion the applicant may have to appear before the Sign Appeals Board for a recommendation. Regardless of that review, the Code fixes a hard ceiling: in no instance may a permanent interior sign cover more than 20 percent of the aggregate storefront window area of the business, and the sign must conform with other similarly located permanent interior signs of neighboring businesses.

If the aggregate window area is under 100 square feet, the business is instead allowed a flat 10 square feet of sign. A(6)(b): where a multistory building has multiple occupants, no exterior wall signs are permitted on the exterior of upper floors, but signs are permitted inside windows provided the interior sign does not cover more than 25 percent of the window area. Together these provisions mean the applicable window sign cap depends on whether the space is ground-floor retail, subject to the 20 percent or 10-square-foot rule, or upper-floor space in a multi-tenant building, subject to the 25 percent rule.
