Mount Vernon, NY Sign Regulations: Digital Billboards (2026)

Section 267-76J states plainly that billboards may not hereafter be erected in the City. Because the zoning code does not carve out a separate category for digital, electronic, or LED billboards, the same absolute prohibition on new construction covers a modern digital display as much as a traditional printed panel; no application, size limit, or brightness standard exists for one because none can be built. Billboards that already existed when the current sign article took effect may remain in place only as long as they are properly maintained under the sign-maintenance standards of Article VIII, and § 267-76K separately bars any sign from extending above a building's roofline except non-advertising time-and-temperature devices, closing off a rooftop digital display as an end run around the ban.

The Sign Review Appeals Board created by § 267-78 can hear petitions and grant variances from other sign standards in this article, but § 267-76J's language leaves no numeric threshold for the Board to waive: a new billboard is prohibited outright rather than merely limited. Illuminated signs generally are barred from flashing, rotating, or intermittently pulsating light under § 267-76I(2), reinforcing that a digital billboard's characteristic motion and color-changing display would independently run afoul of the sign article even apart from the billboard-specific ban.
