Summary
New Rochelle bans new billboards outright under Chapter 270, and Section 270-16 blocks existing ones from ever converting to digital, LED or any other new display technology. A billboard keeps its grandfathered status only if it stays the same size, location and height it had on March 20, 2001.
A legally existing billboard, solely in the same location and with the same sign area, faces, and height of sign which existed on March 20, 2001, without any enlargement, replacement or conversion of display method, media or technology at any time thereafter permitted, may remain in existence unless and until the following shall occur: (1) Discontinuance of its use for more than a continuous period of 180 days.

Full Breakdown
Section 270-4(E) prohibits billboards citywide except for three narrow categories: billboards that legally existed and are protected as nonconforming under Section 270-16, billboards exempted under Section 270-3(P) because they sit on City-owned, City-leased or City-approved property such as the Municipal Garage or the Transit Center, and billboards operating under the City's licensing agreement with Outfront Media dated May 30, 2017, or any successor agreement. Section 270-16(A) is the provision that forecloses digital conversion: a legally existing billboard keeps its grandfathered status only if it stays in the same location, with the same sign area, faces and height it had on March 20, 2001, with no enlargement, replacement, or conversion of display method, media or technology permitted at any point afterward.
That protection ends if the billboard's face goes unused, showing no text or graphics bearing a message, for more than a continuous 180-day period; simply displaying contact information for advertisers does not count as use. A billboard erected, maintained or altered in violation of the chapter is declared a public nuisance, and the Building Official must order it removed, with owners getting 14 days' written notice before escalating daily fines begin.
Violations & Fines
Failing to remove an illegal billboard after 14 days' written notice triggers a cumulative fine of $250 per day, rising to $500 per day after six months, $1,000 per day after one year, and $10,000 per day after two years from the date of the first notice, under Section 270-16(B). The Building Official may separately order removal of the billboard structure itself.
