' The permit area covers both sides of Farragut Circle (Echo Avenue to Sutton Manor Road), Decatur Road (Farragut Circle to Sutton Manor Road) and Sutton Manor Road (Decatur Road to Echo Avenue). Except for a 90-minute nonresident grace window, no vehicle may park there at any time, including holidays, without a valid residential parking permit or guest pass displayed on the rear windshield, rear-view mirror or dashboard. Residents apply online through the Department of Development, pay $25 per permit or guest pass, and receive one permit per registered vehicle plus up to two guest passes per household; permits run one calendar year and must be renewed before they expire.

A lost permit is replaced for a Chapter 133 fee unless it was stolen, in which case the fee is waived on a police report. The Department of Development can revoke a permit for a false application or for three or more unpaid parking tickets against the resident or vehicle, effective on the date of the revocation notice.
