New Rochelle, NY Parking Rules: EV Charging (2026)

New Rochelle splits electric vehicle charging into two zoning tracks. A Personal EV Charging Station, defined as an EV charging station accessory to a residential use, is treated as an accessory structure under § 331-45A(1). Unless the unit is installed inside the garage, it cannot sit in the required front yard, must stay at least six feet from any side lot line, and at least ten feet from the rear lot line. Because the charger typically sits in the driveway, § 331-45A(1)(f) adds a second protection: an outdoor personal charger cannot reduce the required width of the driveway or shrink the required width and length of a parking space, so homeowners must confirm the post and cable routing still leave a code-compliant space.

Commercial EV Charging Stations follow a more involved path under § 331-115.4, added by Ordinance No. 2020-29 on February 11, 2020. Where the underlying district lists an EV charging station as a special permit use, the Planning Board must approve the installation and reviews landscaping, screening, lighting, and hours of operation before signing off. Each charging space has to match the dimensions, access, and design standards of an ordinary parking space, and queuing vehicles cannot block a drive aisle. The code sets no cap on how many stations a site can install, and under Subsection E, charging spaces may substitute for up to 5% of the minimum parking required by § 331-126. All other zoning requirements for the site continue to apply.
